It makes sense to have no fading when you apply 2 different looks. Seeing how a look is just a collection of internal filters, you'd need all filters applied on both keyframes and modify their values acoordingly: at first keyframe have all the filters that make up the TO look set to zero, and at 2nd keyframe set all the filters that make up thelook to zero.
Or, you could duplicate your layer, apply each look to a layer and fade between the layers. I'd use OpticalsMB Frames plugin, much better than just setting the transparency of one layer.
